As it continues its difficult task to prioritize and balance the town budget, Andrews Town Council held a special budget meeting two days before the Town Council Meeting on June 21.
Roland Windham, Andrews Town Administrator, said he "wanted to be sure we are on the same page with 10 slots in the police department." After some clarification, Police Chief Jennifer Flowers agreed. The motion was approved and added to the budget.
The Fire Department has two items not included in the budget, which should be included, $1,700 for protective bunker gear for two firemen ($850 apiece) and $3,000 to cover physicals for 10 firemen (at $300 apiece).
An additional $12,500 was added for training and meetings and $401.32 insurance for each employee. The budget has $12,000 for legal fees which Windham said isn't going to cover the legal work because the town hasn't had any legal work done in a while and certain ordinances need to be brought up to date. He thinks another $10,000 to $12,000 will cover it.
Vacation pay not used, which includes $12,000 for the police, $1,500 for sewer and $2,000 for sanitation, needs to be added to the budget.
Windham talked about the pros and cons of the water system since it is not getting any younger. "Never get rid of the water," he said. "Water is going to save Andrews."
He said he never received a copy of the revised budget after sending it to Wanda Charping, CPA, Accountant for Town of Andrews. He said the council could vote to approve the budget or wait for the finalized budget. The council approved the budget.
"The town is still in the black," Windham said, "but cutting it close."
At Thursday's meeting, the council also approved continuing the memorandum of agreement for the detention of juveniles with the Department of Justice and Patsy Greene announced August 11 as the date for this year's Back to School Festival.
The town administrator, along with members of the Town Council, thanked the Andrews Police Department and Andrews Fire Department for the outstanding work they did during the recent storm in Andrews.
Windham also told the council that he will be leaving the temporary administrator position as of Oct. 1. He asked for permission to place an ad for a replacement and the motion was passed.
Council members David Tisdale, Maggie McGee, Patsy Greene, Angela Anderson, Sid Ackerman, Thomas Alford, Roland Windham and Mayor Rodney Giles were in attendance at the budget meeting June 19 and the town council meeting on June 21.
