Grant opportunities for the town of Andrews was one of the issues highlighted during the recent town council meeting.
Management consulting firm Lathan Consulting Corporation President Jannie Lathan addressed the town council meeting and said the town was eligible for all of the grants presented. The majority of grants required matching funds.
“The mayor and Miss Dorsey have asked us to look at a number of opportunities that might be available in terms of grants,” she said. “And be enabled to write a number of grants in a number of areas to bring revenue to the town of Andrews to help future growth.”
Wanda Selph, a consultant with Lathan, said there are lots of opportunities to access grant money. “We’d like to talk about four major areas with opportunities for the town of Andrews: Community Development Block Grants, Rural Infrastructure Authority Grants, USDA Rural Community Development Grants and Police and Public Safety Grants.”
Selph explained the Community Development Block Grant is an excellent program for small towns with aging infrastructure, by putting in new water lines, upgrading sewer lines and dealing with storm water flooding.
The Rural Infrastructure Authority Grants allows the rural area to apply and get funding to do necessary infrastructure work. The basic infrastructure available is $6 million and with emergency infrastructure there is $500,000 available. “This is a strong program to look to,” she said.
The USDA Rural Community Development Grants program provides direct and guaranteed loans, grants and research materials. The program supports economic opportunities, infrastructure and environmental assistance.
“The mission of the program is to improve life in rural areas and they have a housing and communities facilities program that helps communities by providing loans and grants and upgrading community facilities,” Selph said.
The Police and Public Safety Grants includes the JAG program where local awards are limited to the units of local government.
According to Selph, an award of at least $25,000 or more would begin on Oct. 1 of the fiscal year and are four years in length. Awards that are less than $25,000 are two years in length. The money can be used for technical assistance, strategic planning, research and evaluation, criminal justice and more.
Separately, Pastor Hardee reminded everyone about the 9/11 Remembrance and Recognition Service on Sept. 7. A cook-out to honor the town’s police, fire and emergency departments will be held at the Andrews Pavilion. Pastor Hardee distributed a flyer to council members.
Thomas Alford of the Andrews Veteran’s Association said the association talked about leasing some property to build a memorial park. Alford said the insurance people haven’t gotten back to them, but they will follow up with the council afterward.
“We hope you don’t mind holding off discussions and we’ll proceed at that point,” Alford said.
Town Administrator Muretta Dorsey said in an update on well No. 3 that the update is on track to meet the set deadline and then they will move to No. 4.
“We met with Georgetown Water & Sewer on the 15th and the City of Georgetown projects an 11 percent increase,” Dorsey said. “We are waiting for their numbers from the finance department.”
Wanda Charping, accountant for the town of Andrews, was scheduled to talk to the town council, but was not in attendance.
Town council members in attendance included Mayor Rodney Giles, Sudha Patel, David Tisdale, Mattie McGee, Angela Anderson and Patsy Greene.
