Additional restricted parking areas in the county and allowing for a multi-family residential development at Mingo in Litchfield were among the ordinances considered by Georgetown County Council on Tuesday night.
Council was expected to pass third reading of an ordinance to amend the current parking ordinance for the county.
County staff reported that the Georgetown County Sheriff has requested that Georgetown County Council amend the ordinance to include additional restricted parking areas under the county’s jurisdiction.
County Council enacted Ordinance No. 2012-15 on Aug. 14, 2012 to regulate parking.
As a result of increases in the amount of uncontrolled parking and associated calls to the Sheriff and complaints from vehicle owners whose vehicles were towed, along with the determination that the SC Code of Laws (1976, as amended) provides County Council with authority to enact ordinances to regulate the parking of vehicles along streets, highways and parking facilities under the County’s jurisdiction,
The updated ordinance would read:
a. Interference with Traffic, Pedestrians or Emergency Services: No person shall stop, stand, place or park any vehicle upon a street, highway, publicly owned property, parking facility, bikeway, crosswalk, sidewalk or driveway in such a manner or under such conditions as to interfere with or cause a safety hazard to the free movement of vehicular traffic, pedestrian traffic, bikeway traffic of all kinds, or emergency service traffic regardless of whether or not emergency officials are actively responding to an emergency. Obedience to traffic signs, signals, emergency personnel or law enforcement officer shall not be deemed a violation of this section.
b. Parking on Wrong Side of Street: It shall be a violation of this Ordinance to park any vehicle, at any time, on the left-hand side of a street or highway in such a manner that the front of the vehicle is opposing on-coming traffic.
c. Posted No Parking: It shall be a violation of this ordinance to park any unauthorized vehicle, at any time, within such areas as may be shown by no parking signs, to include “reserved” parking signs as placed by Georgetown County or the State of South Carolina, whether permanent or temporary, including, but not limited to, areas where it is posted that no parking is allowed between the curb, edge, or lateral lines of a roadway and adjacent property lines.
d. Handicap Parking: It shall be a violation of this ordinance to park any vehicle in a parking place, whether public or privately owned, managed, or maintained, clearly designated for handicapped persons unless the vehicle bears the distinguishing license plate, placard, or hangtag as provided for in SC Code of Laws 56-3-1960, as amended.
e. Unattended Vehicle: It shall be a violation of this ordinance for a person driving or in charge of a vehicle to leave the vehicle unattended without first stopping the engine, locking the ignition if applicable, and removing the key.
f. Fire Hydrant: It shall be a violation of this Ordinance to park or stand a vehicle, at any time, within 15 feet of any fire hydrant.
Council was expected to pass third reading of an ordinance to allow for multi-family residential development at Mingo in Litchfield, part of the Willbrook Planned Development.
The Willbrook Planned Development is located on U.S. Highway 17 Bypass and Willbrook Boulevard. The property in question is Phase 5 of Mingo.
This site was previously approved in June of 2005 for a 43,000-square-foot hotel with 83 rooms generating 761 weekday trips and requiring 113 parking spaces.
The proposed site plan calls for four three-story, 15-unit buildings for a total of 60 units. All units will be three bedrooms or less with a proposed net density of 13.61 units per acre.
The proposed development will be accessed off Mingo Drive; therefore, a new curb cut off Willbrook Boulvard will not be needed.
There are 120 spaces provided for the designated area of the development. The parking requirements in the Zoning Ordinance, Article 11, Section 1102.1, require two parking spaces for each two- or three-bedroom dwelling unit.
