Georgetown City Council to discuss flood laws, manufactured housing Thursday

Flood rules and mobile/manufactured homes are expected to be the major topics when Georgetown City Council holds its regular monthly meeting Thursday.

According to city officials, the Flood Damage Prevention & Control Ordinance needs to be updated to match the State model.

The ordinance being presented was scheduled to be heard by the City Planning Commission Tuesday night and has received input from City attorney Elise Crosby as well as the state floodplain coordinator and Waccamaw Regional Council of Governments.

There are some new rules in the ordinance update. For example, all new construction and substantial improvements in the established “Coastal High Hazards Area” must have the space below the lowest floor “either free of obstruction or constructed with non-supporting breakaway walls, open wood lattice-work, or insect screening intended to collapse under wind and water loads without causing collapse, displacement, or other structural damage to the elevated portion of the building or supporting foundation system,” the draft ordinance states.

If a property owner seeks a variance from the ordinance rules, they can appeal to the city’s Board of Zoning Appeals (BZA), according to the draft. The BZA rulings can be appealed to the Circuit Court.

Variances, the draft states, may be issued for the repair or rehabilitation of historic structures if it “will not preclude the structure’s continued designation as a historic structure and the variance is the minimum necessary to preserve the historic character and design of the structure.”

Mobile/manufactured homes

At the request of Councilman Clarence Smalls, the city’s mobile and manufactured home ordinance is being discussed Thursday.

Under the proposed additions to the ordinance, “used manufactured homes must meet minimum habitability requirements.”

Any home moved on a lot must be inspected and approved before a permit is issued. In addition, the home must meet zoning requirements for setbacks, the draft states.

Thursday’s meeting begins at 5:30 p.m. at Georgetown City Hall.
