Man accused of spitting on, kicking investigator (With video link)

After allegedly spitting on an investigator, Roach's shirt was placed over his head.

A 29-year-old Georgetown man was hit with several charges – including assaulting a police officer and resisting arrest – because of an incident in Bayview Tuesday.
According to an incident report, police were dispatched to the 300 block of Park Street at about noon Tuesday because of a reported domestic disturbance. While walking to the house to speak with a woman, Officer Steven Church saw Scott Roach standing next to the mailbox in front of the house. Church asked Roach if everything was OK and Roach responded by asking “why?”
Roach was told by Church he was responding to a call of a problem between a man and woman and that he was going to talk with a woman on the porch. Roach reportedly told Church he could not go on the porch without a warrant.
Roach, the report states, began to get aggressive and was warned he would be arrested if he tried to interfere.
“Roach indicated he did not care,” the report states.
After noticing a “bulge” in Roach’s pocket, Church placed him in handcuffs for safety. He then attempted to pat him down and Roach began to resist by pulling away. He also tried to place his hand in his pocket and was ordered to keep his hands visible.
Because Roach allegedly continued to resist Church’s attempts to pat him down, he called for backup to respond quickly.
“You want resisting, you got resisting (expletive),” Roach reportedly shouted.
Officer Shane Powers arrived on the scene and tried to help Church get Roach into the patrol car that had a cage. Roach continued to resist and began shouting profanities and screamed that Church was raping him, the report states.
Once the officers got Roach in the vehicle, he started acting like he was having a seizure so EMS was called to the scene. Roach reportedly refused to cooperate with EMS workers.
Investigator John Gregory, who arrived just before the ambulance, then joined in the efforts to get Roach back into the patrol car. While he was doing so, Roach allegedly spit in Gregory’s face, started kicking him and called him a racial slur several times, the report states.
The kicking caused the car window to be kicked out of the frame.
Because of the spitting, Gregory removed Roach from the car and placed Roach’s shirt over his head. He was placed back in the car and was transported to the hospital to be checked out. Once he was cleared he was taken to jail.
According to the report, the bulge in Roach’s pocket was 5.1 grams of marijuana.
While en route to jail, Roach reportedly began apologizing saying his anger got the best of him.
Roach was additionally charged with destruction of property, drug violations and disorderly conduct.
The report states the altercation between Roach and others in his house started over a movie.
